Methods, assumptions and sources

Every number in this tool comes from a public source or a stated assumption on this page. Western Power publishes spare capacity in bands, and NCMT gives bands only; Western Power's TSP Appendix E gives exact utilisation for the most loaded (about 60) zone substations, which this tool uses where it exists. Elsewhere we say "needs ~X MW in an area with <5 MVA spare".

Headroom plan: TSP 2025 | Draft TSP 2026

Headroom plan:

Western Power published its Draft Transmission System Plan 2026 in October 2026 (consultation closes 12 Nov 2026). The default stays on the published TSP 2025 Appendix E, because the draft can still change. The toggle re-scores and re-ranks every lead in your browser from data exported under both plans; nothing is fetched. With the draft on, every score, rank, band and badge that changes carries a draft 2026 tag. Lead cards and substation popups always show headroom side by side (2025 | draft 2026); where the draft moves a 2029 band, the draft band is shown first, labelled "draft 2026", with the 2025 band beside it, even while scoring stays on TSP 2025.

  • 67 lead scores and 122 ranks change under the draft; 0 leads enter and 0 leave the top 10; 0 enter and 0 leave the sweet spot (this tool's screen).
  • Enter the top 10 under the draft: none
  • Leave the top 10 under the draft: none
  • Drop out under the draft (their supply area is no longer constrained): Helena Precinct, Unnamed residential land, Movida Estate, Orchard Private Estate, Robinson Grove, New Junction, Rivermark
  • The two pins keep their order under both plans (checked): 1 Former market garden, Stakehill Rd, Karnup; 2 Wandi town-centre site, Anketell Rd. WATCH: Peelhurst Estate, Golden Bay; Leslie St rural lots, Southern River; Hilbert Park estate balance, Hilbert; MKSEA Precinct 3A industrial land, Kenwick; Central Park TOD balance land, Greenfields.
  • Alerts in constrained areas: 408 under TSP 2025, 400 under the draft. 25 zone substations have a different 2029 band in the draft and are flagged "band moved under draft" (for example Medina, which serves Wandi, goes from 5–10 to under 5 MVA).
  • Constrained substations in 2029: 91 (TSP 2025) vs 90 (draft); severe: 44 vs 43.

Over-capacity as utilisation

Where forecast load exceeds planning capacity (NCR / N-1 as applicable) we show utilisation, for example "117% of planning capacity in 2029", with 0 MVA headroom, never a negative MVA (headroom = planning capacity × (1 − utilisation), floored at 0).

What you see by default

The default view shows the two pins (1 Former market garden, Stakehill Rd, Karnup; 2 Wandi town-centre site, Anketell Rd), then the WATCH tier (Peelhurst Estate, Golden Bay; Leslie St rural lots, Southern River; Hilbert Park estate balance, Hilbert; MKSEA Precinct 3A industrial land, Kenwick; Central Park TOD balance land, Greenfields), and only hand-checked alerts. The sweet-spot count in the header is exactly these leads (the build fails if it does not reconcile under either plan). Leads the second source check could not resolve are not counted: they sit in a collapsed Unresolved (not yet checked enough to count) group under Fresh leads, each marked 'screened only, not hand-checked'. Every inferred lead and alert (substation taken from the map polygon, figures from a team calculation) sits behind the Unverified signals toggle, which is off by default; the count of hidden signals is always shown. Being near a Zenith project, having a big developer (Satterley, DevelopmentWA, Peet, Stockland, Cedar Woods, Frasers) or already selling does not rule a development out: these are tags, and those developments stay in the Grid outlook for every development view with one plain verdict each (tool estimate). Only rows that do not fit the aims (infill, apartments or brownfield, built out or sold out, the operating village, the airport precinct, too-large data centres) are in the Not a microgrid lead tab with their reason. Nothing is deleted. Alerts with no street address or geometry are listed but never pinned on a map ("not mapped: no address"). Peelhurst Estate (Sawley Close) is a WATCH item: its plan says there is sufficient capacity with no off-site headwork upgrades (SPN/2433 p.41: 0.70 MVA needed, Meadow Springs catchment) and the developer FAQ says power 'can readily be extended' from the existing network.

Alert quality filters

Quality filters (from a manual review of 10 alerts, 7 false positives): 446 alerts before, 408 after. Dropped: Gazette admin and revocation notices 2 · region-scheme changes under 5 ha 2 · EPBC referrals with no referral date (already decided; held back until dated new referrals exist) 28 · sand / gravel / extractive 3 · existing licensed estate microgrid project (not a lead) 3. Demoted (kept in the feed, not severe, not in Who to ring): 189 with no published size, 43 under about 0.5 MVA. Severe after filters: 105.

Featured sites

1 Former market garden, Stakehill Rd, Karnup (SPN/2297, 420 lots): Meadow Springs: Western Power said needed by 2026/27; the draft 2026 plan still shows it at Initiation for FY2029, over capacity to 2029 (draft 2026: 110/114/119% in 2027–29). Load ~2.19 MW whole plan (ESTIMATE; no stage size published). The landowner is not confirmed (title not checked). A separate DevelopmentWA/Mirvac Karnup project is in the same suburb. 2 Wandi town-centre site, Anketell Rd (SPN/2375): about 3.4–4.0 MW whole plan (ESTIMATE), first stage about 2.2 MVA (2.09 MW, ESTIMATE) on Medina; owners Denkey Pty Ltd (22.96 ha) and Anketell Holdings Pty Ltd (7.34 ha, under offer via Colliers), final developer unknown. The plan's engineers expect power not to be an impediment, and the tool assumes no upgrade there, so the wait is the connection time only; under the draft 2026 plan Medina drops under 5 MVA in 2029. WATCH: Peelhurst Estate, Golden Bay (Sawley Close Structure Plan, 142 lots; the plan estimates 0.70 MVA, about 0.67 MW at power factor 0.95, ESTIMATE; the plan says no off-site upgrades are needed, so the tool assumes the connection time only) and Leslie St rural lots, Southern River (117 lots, about 0.6 MW, ESTIMATE): both below 1 MW, so only viable combined with neighbours.

Timing rule for new events

A trigger scores +10 only if it is a new plan or rezoning step within 12 months (to 19 Oct 2026) and is counted once per lead. The MRS 1461/23 Gazette notice (9 Oct 2026) is the gazettal of the same urban-deferment resolution already scored for North Ellenbrook West, so it scores once (+10), not twice; North Ellenbrook West is now a weak pass, so it is not a pin either way. Alkimos Central Amendment 4 (consultation from 17 Sep 2026) amends an existing plan, so like every amendment it is shown as information and scores 0.

1. Matching a site to the grid

Each site is placed in the Western Power NCMT supply-area polygon that contains it (point-in-polygon). The polygon gives the capacity band at the site's location. A site's supply zone substation is named only where a planning or application document states it (cited on the lead); otherwise it is shown as unconfirmed. Distance to the nearest 132/330 kV line comes from Western Power's transmission line layer.

2. Time-to-power gap

gap = realistic grid-ready date − the date the customer needs power, always shown as a range (low–high).

Loads of 10 MVA or more and transmission: the optimistic end is the 31.2-month average alone; only the conservative end adds 30 months. A Western Power NOM 'Required by Date (subject to change)' is a need date, not a delivery date, so it never shortens the allowance; only a TSP Appendix E action at Execution stage (E) with a target year, for a substation a source names, shortens it (+6 months slip).24–30 months: Centurion / ARENA case (unverified in this build); ERA; Western Power NOM 2025 and TSP Appendix E

4. Sweet-spot test (this tool's screen), constraint rule and fit score

Sweet-spot test (this tool's screen) = connection under 10 MW on the load tested, load about 5 MW or less (definition; the tests applied are connection and grid draw) and grid draw about 4 MW or less, and the customer is a land developer (or estate land a developer will unlock). Judged on connection and grid draw, not total design load: a microgrid caps grid draw (Peel Business Park runs on a 2.2 MW microgrid today (Zenith Energy Peel project page: 'Capacity 2.2 MW')). Estates are tested on the next stage only; single sites on the full load. Where no connection or draw is published, connection = the load tested (the next-stage or first-stage design load for estates and staged sites; the full single-site load where no first-stage figure exists, labelled "Full load tested") and grid draw = 80% of the load tested (assumption, the ratio implied by 4 MW draw on a 5 MW load). (screening thresholds used by this tool)

Constraint rule. Constrained = Western Power NCMT remaining capacity of 20 MVA or less in 2029 (this tool's screening rule: augmentation likely to be needed); severe = under 5 MVA. Headroom is the filter, not the trigger: the trigger is a land purchase, rezoning, structure plan or release. (Western Power Network Capacity Mapping Tool)

The sweet-spot filter (this tool's screen; on by default) shows only leads that pass all three size tests, have a developer as the customer, sit in a constrained 2029 area and are still active. Oversized leads (data-centre campuses, the Alkimos desalination plant, estates whose first stage is 10 MW or more) move to the 'Too big / grid-stretch' tab. Standalone 10–100 MW loads score low unless they sit inside a developer estate; anything over 100 MW is capped at 50.

Sweet-spot screen

  • Sweet-spot screen (this tool's screening rule): a lead is out of the sweet spot if its development stage is selling or built-out, if it is apartments, or if it is infill with many owners; and if its whole-plan load is under 1 MW (ESTIMATE allowed; this tool's screening threshold), it is shown only as WATCH, labelled 'below 1 MW: only viable combined with neighbours'.
  • The 'Fresh early-stage leads' filter shows the 2 leads and the watch leads only.

Tags vs exclusions

  • Being near a Zenith project, having a big developer or already selling is a tag, not an exclusion: those developments stay in the grid outlook.
  • Only rows that genuinely do not fit (infill, apartments or brownfield, built out or sold out, the operating village, the airport precinct, too-large data centres) move to the 'Not a microgrid lead' tab with their reason; nothing is deleted.
  • Big developer, Already selling, Near a Zenith project and In trade press are tags shown in the grid outlook, not reasons to drop a development; 'Not a microgrid lead' is used only for infill or apartments, estates built out or sold out with no stages left, the operating village, unnamed multi-owner groups, and airport or too-large sites.

Source check totals

  • Checked for each lead: the named developer (with source), the development stage (idea, structure plan, approved, subdivision, civil works, selling or built out), press coverage (with links), whether the developer is DevelopmentWA or a tier-1 developer (by public role only) and the site type (greenfield, infill, apartments or industrial).
  • Where the source check did not cover a lead, the field says 'unknown'.
  • Source check of named developments (21 Oct 2026, three passes, the last a re-check of sites near Zenith projects): 141 developments checked:
  • 82 tagged in total (rows marked tagged in the source check), of which 80 are in the TSP 2025 grid outlook and 77 in the draft TSP 2026 one (the others have no load figure, are context rows or are outside a constrained area on that plan)
  • 38 in the grid outlook only, main reason Already selling
  • 36 in the grid outlook only, main reason Big developer
  • 20 unresolved (listed in a collapsed group, not counted)
  • 19 not a microgrid lead, Infill, apartments or brownfield
  • 5 not a microgrid lead, Built out or sold out
  • 5 watch lead
  • 3 not a microgrid lead, Nearing completion (no stages left)
  • 2 lead
  • 2 not a microgrid lead, Too large
  • 1 not a microgrid lead, No homes left (ULDO)
  • 1 not a microgrid lead, Operating lifestyle village
  • 1 not a microgrid lead, Perth Airport precinct
  • The other grid-outlook-only developments, main reason Near a Zenith project (see the tag count under Manual tags)
  • The last pass made Central Park a watch lead, moved 17 developments to the grid outlook only and marked 3 as not a microgrid lead (2 sold out, 1 with no homes left).

  • All rows (TSP 2025): the 193 sweet-spot leads before the screen, plus 50 rows never in the sweet spot (18 too big, 2 data-centre rows (Not a microgrid lead), 24 untagged grid-outlook rows, 6 other) = 243 rows in all tabs.

Grid outlook verdicts

  • Grid outlook for every development: one verdict per development from the timeline estimate (tool estimate).
  • Where no planning document names the supply substation, the verdict is based on the capacity map band at the site; substation not confirmed.

Near a Zenith project rule

  • Near a Zenith project: within a straight-line distance of a publicly reported Zenith project. The distance is 5 km in Perth/Peel, 10 km for regional towns and 50 km for remote and mine sites, set from the typical spacing of neighbouring estates or sites in each area. Metro locations are locality points and may be 1–3 km out. This is a tag for context only. It does not exclude a development or say whether Zenith knows it.

Manual tags

  • Manual tags: where a locality or precinct point misplaces a project, the 'Near a Zenith project' tag is added by hand with a sourced note (currently 1: Muchea industrial precinct).
  • Near a Zenith project tags: 11 on TSP 2025 (10 by distance and 1 by hand) and 11 on the draft 2026 plan (10 by distance and 1 by hand).

Sizing (design load, not metered demand). Industrial and commercial land: 0.20 MVA per net hectare of the next stage only (Western Power Underground Distribution Schemes Manual, 12th ed., cl. 5.3.3.3 (200 kVA/ha minimum for commercial and industrial lots, net lot area)), labelled "design load". Gross ULDO hectares are converted to net at 0.77 (assumption: Muchea, 896 net of 1,167 gross ha). Where no next-stage area is published the design load shows as pending and the size tests are skipped, not failed. Residential: 4.5–6.5 kVA per home, base case 5.5 kVA (Joint Supply and Planning Manual (STNW3470, Release 8, 7 May 2025), Table 24 (4.5 kVA); Endeavour Energy TB 0188A ADMD schedule (6.5 kVA)); both ends are shown. Western Power publishes no single per-lot figure: it sizes estates with its maximum demand (DADMD) calculator. Residential land given only in hectares: 0.10–0.14 MVA per hectare.

Microgrid logic. The fit score (this tool's screen) is judged on the connection and grid draw of the load tested, not total design load: a microgrid caps grid draw (Peel Business Park runs on a 2.2 MW microgrid today (Zenith Energy Peel project page: 'Capacity 2.2 MW')). Published connection or draw figures are used where they exist; otherwise connection = the load tested (the next-stage or first-stage design load for estates and staged sites; the full single-site load where no first-stage figure exists, labelled "Full load tested") and grid draw = 80% of the load tested. Every estimated grid draw is an assumption (screening assumption; actual draw depends on solar/BESS sizing; to be replaced by design studies) and is marked * in the lists.

Headroom edition. Where they differ, Western Power's TSP 2025 Appendix E (Jul 2026), PoE10 (2026–35, headroom = capacity × (1 − utilisation)) wins over older network data (e.g. Muchea about 6.6 MVA in 2029 rather than about 19). It covers 60 zone substations; elsewhere the Western Power NCMT capacity bands (2025 data) are used. Each lead card names the edition used.

Stage / timing factor ('call now')

The weighted score rewards fit; this factor rewards timing, so the top of the list is leads that can be acted on now. Points are added on top of the weighted score and site signals, then the total is clamped to 0–100 and rounded half-up (one rounded value, the same in the export and this app). Every flag has a source, shown on the lead card. Calibration sites are scored neutral (0) on this factor: they are scored as if planned today, so their own trigger dates are not comparable.

Hand-checked pins

Leads are screened for early stage and single-controller land; each pin was checked by hand against public sources. The two pins passed the verification checks (developer or landowner named by a primary source, dated trigger within 12 months, not already built, not already a licensed estate microgrid (ERA register)) and the source check. WATCH leads are badged, shown under the pins, and are not calls. Zone substations are labelled 'named in plan' only where a planning document names them (Stakehill, Wandi, Peelhurst/Sawley Close, and in the dropped tab North Ellenbrook West and Alkimos); so do the GreenSquareDC Hazelmere DAP agenda (no.141, p.403) and the South Bullsbrook LSP2 (2016, p.83). The approvals cards add Precinct 8 (Wanneroo), Port Kennedy (Waikiki, 2011 study) and Doobarda (Byford). CDC Maddington: no public planning document we opened confirms its supply substation (unconfirmed). Every other site's supply substation is shown as 'unconfirmed'; the NCMT polygon at its location gives only the capacity band.

North Ellenbrook West is now a weak pass, long-horizon watch, not a pin: the district plan (p.86) says the area is currently serviced by the Muchea Zone Substation, about 17 km north, and that a new zone substation is required at build-out; Muchea is not on the draft TSP 2026 highly loaded list. The district plan's "new zone substation required" line comes from a 2018 servicing report (Pritchard Francis, 26 Sep 2018; stale), and the first stage is tied to the Tonkin interchange (about 2028), so "first homes late 2027" is soft. The safe line: a future zone substation at 7,700–8,500 homes. It is shown as its stage 1 only: LSP Area 1, Gateway (South-East), about 120 ha (SWAN-SP/2026/2); the district plan names Muchea (TSP 2025 headroom about 10.2 / 8.7 / 6.6 MVA in 2027 / 2028 / 2029). The stage-1 yield is not public, so about 1,000–1,130 homes is an assumption (120 ha at the district average density), giving 4.5–7.3 MVA at 4.5–6.5 kVA per home. Stage 1 would exceed 10 MVA above about 1,818 homes at 5.5 kVA. At the base case its estimated grid draw (assumption) is just over 4 MW, so it tests as 'edge' rather than core. Trigger: the WAPC resolution of 16 Sep 2026 to lift urban deferment on 325 ha (aggregator source; the Government Gazette notice was not re-opened). Amendment 2 proposes 7,700–8,500 homes for the whole district.

Calibration against licensed estate microgrids (ERA register)

The estate and park microgrids named on distribution licences EDL7, EDL9 and EDL10 in the ERA electricity licence register are scored with exactly the same rules as live leads, as if planned today. They are a calibration check only, not leads, and are not shown in the lead lists or on the map. Industrial estates are sized on the next stage only at 0.20 MVA per net ha (Busselton Airport: the 15 ha precinct being marketed, not re-verified; the ERA licence area there is 165 ha; Busselton Home HQ: 15 ha from EV-Energy's ERA application, whose summary table says 24 ha; Muchea: EV-Energy's ERA application publishes Stage 3 (8 lots pre-sold, first customers Sep 2026) and Stage 4 (18 lots, 2026) but no stage areas, so the about 80 ha still unsold is used as an upper-bound ESTIMATE, giving about 16 MVA design load, over the 10 MW connection limit, so Muchea tests 'over' and sits outside the sweet spot; it fits only if a stage of 25 net ha or less is published (25 × 0.20 = 5 MVA); Peel: Stage 3 hectares are not published, so its design load is pending and it is judged on the 2.2 MW microgrid capacity published by Zenith Energy (project page); DevelopmentWA names Peel Renewable Energy as the long-term operator). Zenith-group rows are disclosed only where a source shows it: Peel (a Zenith Energy company) and the EV-Energy rows (a Zenith Energy subsidiary, per its ERA application); Ocean Reef ownership is not attributed (no source opened shows it). Residential precincts use 5.5 kVA per home (range 4.5–6.5): Ocean Reef Marina on first-stage homes with the published 4 MVA connection; Eglinton Village on the district-centre structure plan dwellings (an assumption to confirm). Rank is the position the site would take among the 173 scored rows (draft: 167): 1 + the number of those rows scoring strictly higher, so sites with nearby scores can share a rank. Calibration sites are neutral on the stage / timing factor (their own triggers are years old), while live leads gain or lose up to +10 / −25 points for timing. Muchea being outside the sweet spot is expected and kept as it is.

Rank = the position each licensed site's score would take among the 174 scored rows it is ranked against: the 173 target and estate rows on TSP 2025 that have a fit score and are not in Too big, Not a microgrid lead or Unresolved, plus the site itself. Industrial estates are sized on the next stage only and judged on connection and grid draw (* = grid draw is an assumption).

Each site is ranked separately against the pool, so sites with close scores can share a rank.
